The University of El Oued officially recognizes and actively engages with established staff and faculty unions. This recognition is not merely a matter of practice but is fundamentally rooted in the university’s adherence to the Algerian Constitution and national labor regulations, guaranteeing the right to unionize for all employees without discrimination.

Legal and Constitutional Basis for Recognition

The university affirms its commitment to the highest legal standards regarding union rights, as expressed in the following articles of national law:

  • Recognition of Union Right (Article 5): The university acknowledges the right to exercise the union function for all workers and employees across all institutions, respecting fundamental constitutional rights and freedoms.

  • Freedom of Association (Article 6): The university respects the right of all wage-earners and employees, without discrimination, to freely join or withdraw from a single trade union organization of their choice within the framework of their profession.

  • Non-Interference (Article 7): The university leadership is mandated to respect the principle of equality when dealing with union organizations and to refrain from any interference in the functioning of union leadership or management bodies.

This legal framework confirms that the recognition of unions is an institutional, non-negotiable policy for the University of El Oued.

The legal policy is reinforced by active administrative practice. A high-level meeting was held on November 11, 2024, between the University Director and representatives of the General Union of Algerian Workers (UGTA) — El Oued University Branch.

This meeting, attended by all key administrative bodies, confirms that the university views its relationship with the union as an essential social partnership. The agenda included discussing important staff welfare issues, such as promotions, housing, and general employee needs. The university’s willingness to engage with the union on these matters demonstrates functional recognition and a commitment to collaborative decision-making that benefits all staff.
